New rooms and jobs refused planning permission at Upton Grange Macclesfield

A Macclesfield carehome has had a planning application rejected.
Residential carehome Upton Grange, of 214 Prestbury Road, currently spans 23 rooms and two floors.
However, last October, the Macclesfield carehome had submitted a planning application for a proposed new rear extension and new accommodation block."
Upton Grange Care Home said this was "in order to bring the premise's residential accommodation up to modern living standards in order to allow the care home to function to its full potential."
However, almost a year after the original planning application was submitted, Cheshire East Council has responded to the plans, and rejected them.
Ten new bedrooms were sought for the care home.
The new rooms and extension would have created 15 jobs, according to the applicant. They currently hire 20.
The site - which currently comprises 1195sqm of gross internal floor space, would have had an additional 535 square metres, if approved.
The carehome is situated inside a Grade II-listed building, built in the 1820s.
And it was the heritage status which lead to the downfall of this planning application.
Planning officer Matthew Keen wrote in a report: "The proposals would result in a visually prominent and alien addition to this Grade II listed building and would have an adverse impact on its setting, character and its significance.
"The harm identified is less than substantial, but no public benefits are identified which would outweigh the harm to the heritage asset. As such the proposals would be contrary to CELPS policy SD1, SD2, SE1, SE7, policy HER4 of the SADPD and section 16 of the NPPF. The application for listed building consent is therefore recommended for refusal."
As such, planning was refused by Cheshire East Council on October 4.
No comments from the public were made on this application. However, Macclesfield Town Council raised concerns over the materials being used, and whether it is in line with what would be expected of the area.
It is currently unclear if an appeal will be made by the applicant, or if they will try again with a revised planning application.
Macclesfield Nub News contacted Upton Grange for comment on Monday October 7, and called them on the phone but received no answer.
Macclesfield Nub News contacted parent operator, CRH Trust - which is ran as a charity - for comment but also received no reply.
