Macclesfield: Henshaws try again with Withyfold Drive waste management site after August rejection

Henshaws have resubmitted a planning application to open a new management site at the end of a residential street, just over four months ago.

Mansfield House, is situated at the rear of Withyfold Drive, home to tens of Hurdsfield families. Macclesfield Nub News first reported on disapproval from households regarding the plans in May 2020.

The new site would secure the 40 jobs they currently bring to our town, but Withyfold Drive residents believe the site would be too intrusive on their life.

One councillor said "common sense prevailed", when the proposals were rejected last summer.

A planning document on the Cheshire East Council website states: "The planning appeal has been submitted on the primary basis that the original vehicle movements proposed for the site (i.e. 35 HGVs in and out per day) are acceptable at the application site."

This is contrary to what councillors and residents believed last year.

The resubmitted plans go on to say: "The primary case for the Appellant (i.e. the applicant for this resubmission) is that limiting HGV movements to site to 70 per day (i.e. 35 in and 35 out) would not cause significant or unacceptable harm to residential amenity.

"The consultation response of the LPA's Environmental Protection Department dated 20th January 2021 (provided at Appendix VI) confirmed that it could not uphold a recommendation of refusal in an appeal situation on the basis of 70 movements in and out of the site.

"The response from the Head of Strategic Infrastructure dated 8th March (also provided at Appendix VI) also recommended approval on the basis of 70 movements per day.

"It is the Appellant's case that limiting movement to 70 movements per day is appropriate in all the circumstances."

As a reminder, Henshaw's want to change the use of the Hurdsfield industrial plot of lane from a closed vehicle recovery depot, to a waste recycling centre.

This will include an installation of weighbridge, removal of existing temporary building and erection of two new canopy buildings for the receipt and storage of non-hazardous wastes (temporary for three years).

1st Choice Waste & Metals Ltd are seeking planning permission for the change of use of the former Mansfield's vehicle recovery depot to a waste recycling facility for the tipping, sorting and storage of non-hazardous, mixed, general wastes.

The proposals as set out in this document also include the construction of two new waste handling buildings which will be of block wall and canopy construction.

The existing offices, garages and workshop building currently on site will be retained but a temporary warehouse building will be removed as part of the proposals.

As Henshaw's Moss Lane site becomes residential housing, the local waste management company are after a new location. Instead of finding a new site that hasn't been rejected, Henshaws are seeking second thoughts on the Withyfold Drive decision.

Another document reveals that "none of the other sites considered by the applicant over the last ten years have been suitable as alternatives given either their locational constraints or restrictions with respect to planning policy", hence why Henshaws are rolling the dice again with the same site.

Homes are situated 85 metres southeast from the site access.

The area is a current hotbed for construction activity. To the south is the former Barracks Mill site which has been demolished and has planning permission for retail development with a new access from the Silk Road, which is currently under construction.

A decision date for the reconsideration of the future use of Mansfield House aims to be done by March 10.
