Plans for drive-through coffee shop near Macclesfield set to be refused

Plans to convert a former pub into a coffee shop and drive-through look set to be refused because of highway safety concerns.
The Cock Inn at Henbury near Macclesfield called last orders for the final time in 2024.
On Thursday, Cheshire East's northern planning committee will consider an application to convert the ground floor into a coffee shop with internal customer seating, takeaway facilities and a drive-through collection window.
A report from the council's planning officer acknowledges the 'proposed use would bring the vacant premises back into active commercial use on a previously developed site in a sustainable location'.
Three letters have also been sent to Cheshire East planners from residents in support of the application, but highways officers have objected on safety grounds.
The report to this week's meeting states: "Highway safety concerns are raised with regard to the operation of the car parking and the proposed access to the east of the site, where the potential for conflict clearly exists.
"In addition, provision for pedestrians and cyclists is very limited or non-existent."
The application was called in to the committee by ward councillor Lesley Smetham (Con) because of highway safety concerns on the A537 Chelford Road.
Eight residents who objected also listed highway safety among their concerns. They said Chelford Road is busy and there is the potential for vehicle queuing, congestion, turning conflicts and increased accident risk.
Residents also raised particular concerns about vehicles entering and exiting the site near a pedestrian crossing and other junctions.
Other objections included fear of prolonged periods of disturbance from vehicle activity, noise and lighting seven days a week and concerns the scale and intensity of use would be incompatible with the surrounding residential and village setting.
Planning officers have recommended the scheme be refused on three grounds.
They say the proposed development would be detrimental to the safe and efficient operation of the highway, as the access adversely affects the free flow of traffic on Chelford Road.
They also say design is not adequate and would detract from the character and appearance of the area and there is not enough information to conclude there are no more suitable locations for the proposal.
The northern planning committee meeting takes place at 10.30am on Thursday, October 29, at Macclesfield Town Hall.
