Pub's licence to be reviewed following complaints about loud music and anti-social behaviour

Cheshire East is to review the licence of a Macclesfield pub following complaints about loud music, late-night noise and anti-social behaviour.

The council says it has received 13 letters from residents backing the call for The Dolphin's licence to be reviewed and 59 supporting the pub.

As a result, concerns about the Windmill Street boozer will be discussed by the licensing sub-committee on Tuesday.

According to the complainants, the issues began when the pub reopened last year under new management.

One said: "When there are live bands and karaoke on, the noise can be heard in my home, the living room floor vibrates.

"The noise also travels into bedrooms and there is a constant humming sound.

"In all the years we have lived at our address we have seen minimal anti-social behaviour, however it is now a regular occurrence.

"This involves fighting, vomiting, arguing, and aggression all from people who have been drinking in The Dolphin pub."

Another resident described the pub as having 'a negative impact on daily life'.

The council's enforcement and licensing team has received several complaints from a couple of neighbours.

In a report to the committee, Brenda Lomas, an enforcement officer in environmental protection, says: "The premises licence for The Dolphin currently allows for the pub to be open until 2am and for alcohol to be served until 1am.

"In my opinion, disturbance from persons leaving the pub at such sensitive times will result in sleep disturbance to the neighbouring residents as patrons walk past their homes…

"In addition, it seems that Ms Angela Hogg [designated premises supervisor] encourages her friends to meet inside The Dolphin after the closing time of the pub – resulting in departure noise of up to 2am-4am.

"In my opinion, such noise during sensitive hours is not reasonable to the local residents.

"I have expressed this particular concern to both Mr Robinson of Robinson's Brewery and to Ms Hogg on a number of occasions."

Supporters of the pub have dismissed claims about noise and anti-social behaviour in their representations to the council.

One, who has been a regular for 42 years said: "I can honestly say that I have never witnessed any evidence supporting the outrageous, groundless claims in the review notice.

"The Dolphin has been more than just a place to drink — it's been a space filled with laughter, memories, friendships, and a wholehearted community place.

"Angela has worked incredibly hard to re-establish this public house as a truly community pub, that is loved by so many."

This view was shared by others, including one who said: "The pub has had some amazing owners over the years, and recently Ang has taken over and completely changed the pub for all the right reasons.

"She has brought new and old customers together, creating a warm, friendly, and welcoming atmosphere for everyone."

Licensing officer Jake Orr says in his report: "I have concerns about the location of the premises.

"It is located within a small quiet part of Macclesfield, directly attached to properties of which there is no soundproofing in between or other measures in place to prevent noise travelling through the properties or from the rear of the premises into neighbours' gardens."

He added: "Any issues that I identified were not a breach of the licence and therefore fell outside of my remit to resolve."

The licensing report to the committee states there have been no representations from the police.

The licensing sub-committee meeting takes place at 10.30am on Tuesday, June 16, at Macclesfield Town Hall.
